Commission approves engineering and multiple construction contracts for water and stormwater projects

Kingsville — City staff and the commission moved forward on a series of procurement items that will fund and build water and stormwater infrastructure projects.

Staff reported that four firms submitted statements of qualifications for professional engineering services tied to Water Smart Drought Response grant‑funded municipal water projects. "The committee recommends awarding the RFQ to Garver," staff said. A commissioner moved to award the RFQ to Garver as recommended; the commission approved the recommendation by roll call.

Separately, the commission authorized the city manager to execute construction contracts under the GLO CDBG‑MIT program with R.S. Parker Construction LLC for multiple stormwater improvement projects (Project 2, North 19th Street; Project 13, West Johnson/West Johnston Avenue) and with Donald Hubert Construction Company for Project 6 (Carlos Tuhon Boulevard). The meeting record shows the commission approved each contract by roll call after motions were made and seconded.

A contract‑engineer representative and commissioners noted that the projects are scheduled to begin around the new year and that several will run at the same time. "So, you're gonna see a lot of stuff going on at the same time here," one commissioner said.

Each contract and RFQ award will be followed by negotiation of contract terms, final execution by the city manager, and construction management under the city’s grant and procurement rules.
