Kingsville — The City Commission authorized staff to apply for a Texas Water Development Board (TWDB) Economically Distressed Areas Program (EDAP) grant to provide first‑time wastewater service to 21 homes along Sage Road.
A city staff presenter said the homes were built before 2005 and are located along Sage Road between Armstrong (FM 1898) and an adjacent roadway. "This application will focus on providing wastewater for first time service to 21 homes built before 02/2005 along Sage Road between Armstrong or FM 1898," the staff member said.
Staff estimated the project cost at about $5,300,000 and said preliminary calculations from the TWDB indicate the city is eligible for a 50% grant and 50% loan. The staff memo cited an illustrative financing profile of roughly 3.6% interest on a 20‑year loan while noting that the interest rate would not be final until market terms are set.
A commissioner asked whether the affected homeowners had been notified of the city’s application; staff said they had not yet been notified and that notification would occur if the grant were awarded.
Commissioner Alvarez moved to consider the resolution authorizing submission of the EDAP application; Commissioner Lopez seconded. The motion passed on a roll‑call vote by the commissioners present.
According to staff, the detailed application deadline is Dec. 20, 2024. If awarded, the grant/loan package would require subsequent contract authorization and likely engineering and construction procurement before work begins.
