The Kingsville City Commission on Dec. 9 approved a resolution designating authorized signatories for financial and other city business from the city manager to interim City Manager Charlie Sosa and approved interim‑manager compensation.
Commissioner Lopez moved to designate authorized signatories to the interim manager (Charlie Sosa); Commissioners Alvarez and Alcon seconded, and the motion passed by roll call. Separately, the commission approved a stipend of $7,000 per month above the manager’s current salary for the interim city manager, plus the standard travel and vehicle allowances, after a motion and second. Roll call recorded unanimous approval.
After formal business, outgoing City Manager Mark took a few minutes at the end of the meeting to address the commission. He said his resignation was a "business decision," explained he submitted his resignation after a prior November vote on his contract failed to pass, thanked staff for their work and urged city leaders to "press on." Mark said he believed the city has one of the best staffs he has worked with and said he turned in his resignation in late November.
No formal personnel actions beyond the stipend and signatory designation were recorded in the meeting minutes.
