The Kingsville City Commission approved two related resolutions to pursue a new comprehensive plan funded by a Texas General Land Office (GLO) CDBG‑MIT grant and to authorize the interim city manager to execute a contract with the consultant, Half Associates.
Staff said the city awarded RFP 24‑16 to Half Associates on Oct. 15, 2024, to produce a new comprehensive plan replacing the 2008 plan. Half Associates will apply for up to $300,000 in GLO CDBG‑MIT funds through the Resilient Communities program to fund the plan; staff told the commission there is no anticipated city cash match and no financial obligation to the city if Half Associates applies and later is not awarded the grant.
Commissioner Lopez moved to approve the resolution authorizing the grant application; the commission recorded affirmative roll‑call votes. Separately, the commission approved a resolution authorizing the interim city manager to execute a defined‑scope professional services agreement with Half Associates so that the signed contract can be included in the GLO grant application packet. Staff emphasized the GLO program is first‑come, first‑served until funding is exhausted.
The commission’s approvals allow Half Associates to proceed with the grant application and provide the signed documentation GLO requires. Staff said the consultant previously performed the parks master plan and has worked with the city on past planning efforts. If the grant is awarded, the contract will fund the comprehensive plan update; if not awarded, the city will not owe money for the consultant’s initial application work.
