Kingsville commission approves alcohol variances, multiple GLO CDBG stormwater contracts and budget moves

The Kingsville City Commission on April 14 approved a string of routine and project-level actions, including two alcohol-variance permits, multiple stormwater contract awards under the Texas General Land Office (GLO) Community Development Block Grant-Mitigation (CDBG-MIT) program, several change orders and budget amendments.
In votes that were unanimous as recorded, the commission approved a mixed‑beverage late‑hours certificate for Buckets, 905 North Fourteenth Street, after staff said the site sits within 300 feet of a nearby church and that two respondents — a property owner and the pastor of the nearby church — had objected on the basis of past late-night noise, trash and crime. Commissioner Alvarez moved to approve the variance; Commissioner Lopez seconded and the motion passed by roll call.
The commission also approved a wine‑and‑malt on‑premise retailer permit for Javelina Watering Hole Brewing Company LLC at 211 East Caesar Avenue, Suite C. Staff told commissioners the establishment is seasonal and plans a future application to brew on site; the motion to approve was moved and seconded and carried by roll call.
On infrastructure, the commission approved multiple awards under the city’s GLO CDBG-MIT program. Staff recommended awarding bid 25-11 (Project 3, East Caesar Avenue stormwater improvements) to the low bidder listed in staff materials as Morewill LLC of Mission, Texas, for a base bid transcribed at approximately $7.03 million. The improvement scope includes reinforced concrete culverts and inlets, a travel lane in each direction and a center turn lane; staff also said they have applied for an additional grant to add sidewalks and bike lanes. Commissioners approved the award by roll call and were invited to a planned May groundbreaking.
Related GLO CDBG awards for Project 5 (East Caesar Avenue continuation) and Project 10 (North Armstrong street stormwater improvements) were approved in subsequent motions; staff reported Project 5 is connected to Project 3 and that the same contractor will help continuity of construction.
The commission authorized a construction contract with Donald Hubert Construction Company for Fourteenth Street sanitary sewer improvements (contract amount transcribed in the staff presentation) and approved a series of staff‑recommended change orders, including one for RS Parker Construction LLC (relocating a water line for West Johnston Avenue stormwater work) and another change order for Donald Hubert Construction tied to citywide concrete and drainage improvements.
On grants and budget matters, the commission approved resolutions to submit applications to the FEMA Hazard Mitigation Grant Program for replacement generators at Fire Station No. 2 (two separate grant numbers were described). Staff said each grant would require a 25% local match (transcribed at $4,743.11) with the remainder reimbursable via FEMA and that the expense was planned for next fiscal year’s budget. Commissioners also approved an ordinance introduction to update ambulance/EMS billing rates (last updated in February 2016) and a budget reallocation moving $100,000 in ARPA funds from a water‑meter project to the health department line to complete kennels and perimeter fencing at the new animal shelter.
Other actions included a nomination to place Bill Colston Jr. on the ballot as the commission’s candidate for the Claiborne County Appraisal District board and the commission’s announcement that it would recess into executive session to discuss the city manager position under Texas Open Meetings Act Section 551.074.
The commission set several introduction items and scheduling matters for future meetings and closed the public portion of its meeting before convening the executive session.
