The Kingsville City Commission approved a master services agreement with Garver LLC and an accompanying work order to pursue WaterSmart Drought Response Grant work administered by the U.S. Bureau of Reclamation.
City staff described the project scope as rehabilitating Water Well 14, constructing a new well at Site 20, rehabbing Wells 22 and 24, and building a new elevated storage tank at Well 25. A Garver representative told the commission the recommended master agreement amount is $1,094,805, which covers engineering services and grant administration. Staff explained Work Order No. 1 breaks down the project‑level tasks — project management, conceptual and preliminary design (about 30%), final design (about 60–100%), bidding, construction administration and inspection, and closeout services.
During questions, staff estimated a decision on the grant award between April and May 2025. Commissioner Alcon moved to authorize the mayor to execute the master agreement; Commissioner Alvarez seconded. The commission then approved a resolution authorizing execution of Work Order No. 1 under the master agreement.
Because the WaterSmart grant is a competitive federal program administered through the U.S. Bureau of Reclamation, commission approval of these agreements authorizes city staff to proceed with engineering and grant tasks necessary to apply for and, if awarded, implement the project.
