Ross West, the applicant and owner for the 1101 S. US‑77 parcel, told the commission he applied to rezone the 4‑acre site from C‑2 (Retail) to C‑4 (Commercial) to permit a provisioning and recreational sporting‑goods sales business. Planning staff said the Planning and Zoning Commission met Dec. 4 (six of seven members present), mailed 19 notice letters to properties within a 200‑foot buffer and received no responses; P&Z unanimously recommended approval. Staff explained the applicant could have sought a special‑use permit but chose rezoning so that subsequent owners would not need to reapply.
Baltazar Ramirez, who identified himself as the applicant and new owner for the Corral Avenue parcel, requested a special‑use permit for a self‑serve car wash on a site that currently contains an unused car‑wash facility. Planning staff said they sent 13 notices to nearby properties, received no public feedback, and the P&Z unanimously recommended approval. Staff described the site layout, noting wash bays and adjoining vacuum areas, and said the new owner intends to reopen the facility if the permit is approved.
Both items were introduced for future action and will return to the commission at its first meeting in January for formal consideration. No public commenters appeared to speak on either item during the Dec. 9 hearing.
