Seguin EDC cites $27M+ in lead projects, adjusts Maruichi deadlines amid customer delays

The Seguin Economic Development Corporation presented its annual report at the Nov. 19 council meeting, outlining business recruitment, retention and infrastructure work and several large private investments the EDC said will add capital and jobs to the city.
EDC staff told the council the city generated more than 120 leads and participated in 10 marketing activities over the year. The presentation named several large projects: Mariucci (transcript variants: "Mariucci/Maruichi") Stainless Tube Texas Corporation (the project presented as a $75 million capital investment expected to support more than 100 jobs when fully operational); Sarateka Metals (described as a $10 million metal service center expected to create about 20 jobs); and Premium Waters (an $80 million water-bottling facility anticipated to create 60+ jobs at full production). The EDC said a Seguin Crossroads retail development represents roughly $25 million in planned investment and that Caterpillar announced a roughly $20 million investment at its local facility tied to a new engine program.
EDC staff also described local grant and incentive activity, noting the city approved roughly 28 Business Improvement Grant projects in FY23–24 with nearly $220,000 distributed in grant funds. Infrastructure work noted included a Lawson Street reconstruction project, a $1 million grant tied to Tyson expansion, and design of a 7,600-foot 16-inch waterline to serve an industrial site west of Highway 46.
Council later approved two items tied to a single company, Maruichi Stainless Tube Texas Corporation: a second amendment to its performance agreement that shifts job-creation deadlines forward by one year and a first amendment to its tax-abatement agreement containing parallel deadline changes. Staff said the amendments reflect delays at the company’s customer and stressed there is no change to the incentive amounts and that no incentive payments have been made to date.
Council approved both amendments by voice vote.
The EDC said a more formal annual report will be distributed to the council and the EDC board when finalized.
