City staff proposed two ordinance updates intended to broaden participation and modernize business licensing rules.
First, staff recommended removing the requirement that Parks & Recreation Board members be city residents. The staff presentation noted only one application had been received under the existing rule and recommended widening eligibility to draw on a larger pool of experience; the board is made up of seven people (five regulars and two alternates) on two-year staggered terms.
Second, staff described revisions to the itinerant-vendor and temporary-business ordinance, updating definitions to reflect modern business models, converting previously issued "cards" to a licensing structure and making minor editorial revisions. Staff said the original ordinance dated from 2014 and had become out of date; legal review was completed.
Council discussed both items, and staff recommended approval. The transcript records motions and affirmative voice votes for the presented changes.
