Council extends District 7 RV-permit moratorium while study proceeds; measure passes 6–1

The Plaquemines Parish Council voted 6–1 on Dec. 17 to amend and continue a six-month moratorium on the issuance of RV and RV-park permits in District 7 for applications received on or before Oct. 24, 2024. The moratorium will allow staff and council to study whether additional legislation is needed to regulate RV permits and parks in the district.
Ms. LaFrance, who spoke on the item, said the ordinance preserves applications filed before the moratorium's effective date while the parish studies potential regulations. "What this is, anybody who had application in, before the moratorium was built, we'll move on it," she said. Several council members asked clarifying questions about grandfathering pending applications and how the moratorium would be applied; Ms. LaFrance and staff clarified the measure was not retroactive to applications submitted earlier than the cutoff.
Reverend Edwards recorded the lone no vote. Supporters argued the pause will give the parish time to craft appropriate rules rather than allow unfettered permitting. The moratorium is intended as a temporary, study-oriented measure; if substantive legislation is proposed afterward, the council will consider new ordinance language and public hearings.
