Council approves '24 cleanup to five-year capital plan, adds FEMA-matched projects and saltwater-intrusion funding

On Dec. 17 the Plaquemines Parish Council approved amendments to the five-year capital improvements plan that allocate FEMA-funded and parish-matching dollars for several infrastructure projects.
The largest individual appropriation listed was $3,200,000 for a saltwater-intrusion project; meeting materials read the funding breakdown as $2,400,000 (75%) from FEMA, $400,000 (12.5%) from Homeland Security and Emergency Preparedness and $400,000 (12.5%) from the parish general fund. The council also approved $1,800,000 for Building 1004 renovations to support the EOC and 911 call center, $200,000 for a project described as acquisition of LIRDS NOV from Oakville to Venice, and multiple smaller FEMA-match appropriations tied to Hurricane Barry, Sally, Zeta and Francine permanent work.
Councilmember LaFrance moved a friendly amendment removing a $25,000 District 3 appropriation from the measure so it could be introduced separately in January; the amended package passed 7–0. Several members requested further project-specific details and purchase-order information, particularly for the larger FEMA-related items.
The ordinance was described by the chair as a year-end cleanup to appropriate 2024 grants and match amounts now that 2024 sales-tax and budget figures are finalized; spending on the appropriated projects will follow procurement rules and separate contracting processes.
