The motion passed during the meeting with the three members present voting in favor.
City staff told the board the roughly 3.7-acre parcel was previously used for automotive sales and would be renovated for the dealership. Staff described the product mix as largely residential- and small-scale equipment with some heavier items that meet the city’s definition of construction or agricultural equipment. Staff said the rezoning request has been recommended by the City Planning Commission and will go to City Council for final consideration; any conditional use approval would be contingent on Council approving the zone change.
“Basically what we’d be doing is renovating the existing building and using the back portion of the site for outdoor storage,” city staff said, noting required screening and buffer yards. Staff described plans for a vegetative screen on the south and west sides and a solid fence along the north property line to meet outdoor-storage standards.
Tyler Cassidy, the applicant, said the business intends to focus on smaller Kubota equipment for residential customers and expects low daily customer traffic. “We think the products we sell being the Kubota line would be a good fit for the Cedar Rapids market,” Cassidy said.
Staff also reported that a neighborhood meeting was held but that no neighbors attended; staff had asked the applicant to perform outreach to nearby residents. The planning commission unanimously recommended approval of the zone change earlier this month.
A board member moved to approve the conditional use; another seconded, and the chair called the vote. After the vote carried, staff said they would follow up with building services about next steps. The board noted that final implementation depends on the City Council’s approval of the rezoning and any subsequent building and permitting processes.
