The Concord Joint Board of Appeal on Sept. 26 voted to continue its hearing on a proposed 260-unit comprehensive-permit application to Oct. 30 at 7 p.m. and accepted the applicant's requested time extension through Dec. 31. The project, named in the transcript as Touro Residences LLC and elsewhere referred to in the record as Thoreau/Thorough residences, would seek approval under Massachusetts General Laws Chapter 40B, sections 20—6 and was described as sited on a 30.08-acre parcel at 275 Forest Ridge Road.
The chair of the board (name not stated in the transcript) opened the short meeting and said the applicant notified the board it was not ready to proceed that evening. The board scheduled a continuation for Oct. 30 at 7:00 p.m., at which the applicant will provide an overview of revised project materials and the board will provide initial feedback. The chair also said the submission would be sent to the board's peer-review consultants; the consultants are expected to give feedback at a follow-up meeting planned for very early December.
At the meeting the board moved and voted to continue the hearing to Oct. 30. The transcript records 'aye' votes from Miss Fea, Elizabeth Dwyelanet, and the chair. Separately, the applicant provided a written time-extension request to Dec. 31; the board moved and voted to accept that extension, with recorded 'aye' votes from Elizabeth Dwyelanet, Mister Ravi Fria, and the chair.
No substantive new project materials or public testimony were taken at the Sept. 26 session; the board described the evening as a brief procedural meeting to set the continuation date, peer-review plan and consultant follow-up. The chair reminded interested parties the Oct. 30 session will be hybrid: the applicant and board will meet in person at Kays Road and members of the public may attend in person or by Zoom.
The board did not take further action on permits, conditions, financing or site plans at this meeting. Next steps as described on Sept. 26: the applicant will present updated materials on Oct. 30, the board will provide initial feedback that night, the packet will be sent to peer-review consultants, and consultants' findings will be considered at a follow-up meeting anticipated in early December.
