Prakowich emphasized that operating costs and habit change are the principal challenges for service‑based interventions and said the TAC wants the CAC’s help in defining metrics to show environmental benefit and to make the case to the Select Board for continued funding. Ideas discussed included passenger counts, before‑and‑after surveys, top‑down vehicle‑miles‑traveled estimates, and pilot data collection (onboard counts, short surveys) to produce bottom‑up greenhouse‑gas savings estimates.
Committee members expressed interest in collaboration, noting West Concord demand and safety issues; they suggested focusing first on pilots that can satisfy early demand and produce measurable outcomes. The TAC will return with more concrete route and schedule proposals and asked the CAC to advise on measurement methods and data collection.
