The Main Street Advisory Committee on Aug. 20 discussed how it will frame recommendations to the select board on the future of the Main Street site and clarified the internal process for finishing its report.
At the meeting facilitator described three primary recommendation buckets the task force could present to the select board: a conditional acquisition (town pursues acquisition only with specified conditions), deferred action (recommend the town wait for further cleanup and townwide planning before negotiating), or a recommendation that the town not acquire the property and allow others to seek ownership. The facilitator emphasized that "if we make that recommendation, it should be conditions," framing any acquisition as contingent on negotiated safeguards.
Committee members said the framework was useful as a decision rubric but urged that each work stream complete its analysis first so the final recommendation flows from the evidence in the report. Member Gary Kleiman said the rubric "is a great set of options" but cautioned against letting the framework replace the detailed legal, risk and reuse analyses the committee is producing. Court Booth and others echoed that the legal and risk sections will be decisive in selecting among options.
The committee adopted a two-pass editing process for the report. Section authors will send drafts to Chris and the facilitator for initial review; revised drafts will then be circulated to the full task force for comment before final compilation. The facilitator set a target for draft sections to be submitted by Sept. 1 so the committee can review compiled material at the Sept. 3 meeting.
Members also discussed negotiation strategy if an acquisition option is recommended. They asked that proposed negotiations include clear milestones and "exit ramps"—predetermined points where the select board could pause or end negotiations if risks or costs become unacceptable. Several members suggested preparing a confidential side memo or using an executive-session briefing to convey negotiation strategy to the select board without disclosing tactics in the public report.
The meeting closed with the facilitator asking members to submit draft report sections; members agreed to continue work and reconvene on Sept. 3.
