The board appointed Chris Lafrance to the Economic Vitality Committee to fill a vacancy, approved two prior meeting minutes (with one abstention), and approved revised early in‑person voting hours for the first week of the Nov. 5 election following a presentation by Town Clerk Kari Maitari (first week hours Monday–Friday 08:30–12:30; second week normal business hours).
Licensing actions included approval of a common victualler (Dunkin') at 794 Elm Street with proposed hours of 4 a.m. to 11 p.m., and approval of a change‑of‑manager liquor license for NOSH by Concord Market. The board noted that traffic and site plan questions for Dunkin' are handled through the planning board and that Board of Health engagement had occurred for NOSH.
