West Concord Advisory Committee updates master-plan matrix; transportation and parking items flagged for follow-up

At the Sept. 11 West Concord Advisory Committee meeting, members shifted from a historical presentation to a detailed walk-through of the master-plan matrix, focusing on transportation network, intersections and parking.
Chair Susan said the immediate goal was to classify matrix rows so the MCI task force can prioritize actions. The committee agreed on standard status labels (completed, in progress, pending, not feasible) and began updating rows on-screen.
Reviewing transportation items, members marked the Herald Street extension and several MBTA-platform accessibility upgrades as completed. They discussed a proposed new connector from Herald Street to the commuter-rail parking lot and agreed that earlier planners had deliberately decided not to pursue a full vehicular connection to avoid commuter cut-through traffic.
Pedestrian access improvements to the commuter-rail lot and a proposed bridge across the Assabet River were characterized as pending and likely to be coordinated with larger bridge and trail projects (including design work for a Bruce Freeman Rail Trail connection).
Safety and feasibility concerns recurred in intersection conversations. Committee members said reconfiguring the commuter-lot driveway and the Commonwealth Avenue intersection will be costly and involve multiple stakeholders (the town, MBTA, MassDOT right-of-way division and private property owners). On Kenneth Dunn Square, engineering has considered options but the committee recommended holding major changes until the MCI property redevelopment is clearer.
On parking, members reviewed the 2012 West Concord parking-management plan. “This was done in 2012,” a member said, but the group noted only parts of that plan were implemented (signage and select public-parking measures) and recommended a post-COVID reevaluation: usage of the MBTA commuter lot and town-owned lots has changed and some spaces remain underused. The committee discussed consolidating existing spaces, improving signage and exploring policy questions tied to town revenue and permits.
Logistics and next steps: members divided remaining matrix rows for follow-up, planned outreach to the planning board (possible Oct. 29 agenda), and agreed to continue the matrix work at the Oct. 2 meeting cycle or in subsequent sessions. With no further business the chair moved to adjourn; the meeting ended at 9:15 p.m.
