Concord TAC approves preliminary transit-vision draft; Stantec mobilizes for asset-management work, ARPA funds identified for Route 2 evaluation

At its Sept. 12 meeting the Transportation Advisory Committee approved a preliminary public-transit vision document for use in outreach and approved the August 1 meeting minutes. The committee endorsed circulating the document to other town groups after adding a short two-sentence purpose at the top, which Nick Pappas agreed to draft.
Chair remarks and staff updates detailed the status of the Stantec transportation/mobility study: Stantec has been directed to proceed immediately with asset-management work for the town’s road and sidewalk network under its remaining contract budget and will mobilize field surveys of sidewalks and pavement. The chair said revisions to the study scope and additional costs are under negotiation and that staff requested ARPA funds for the extra work; those ARPA funds were not recommended for the additional scope. Separately, the town manager and select board have identified ARPA funding to support a consultant evaluation of the Route 2 study.
On Safe Routes to School and MassDOT programs, town planner Elizabeth Filosine said the walk audit for Thoreau School is complete and the related MassDOT "Signs and Lines" grant application (design/specifications) is due Oct. 4. Filosine emphasized that the Signs and Lines grant funds design work while the town would be responsible for construction funding and implementation if awarded.
Committee members voted to approve both the minutes and the transit-vision document. Members recorded affirmative votes during roll call; staff will post the approved draft and circulate it during upcoming outreach to other town committees.
