Garden Continuum enforcement update: planting push and invasives-removal plan requested

Dan Bailey (Pierce Atwood) and Monique Hamlin (The Garden Continuum) updated the commission on enforcement-related remediation work at the Military Offices/Garden Continuum site (DEP file 137-1315). Staff said the recent site visit was productive and that Monique has turned around plan revisions in response to earlier comments.
Delia told the group staff needs a clearer comparison between the originally approved order of conditions and the current plan, plus details on seed mixes and native species. The commission requested an invasives-removal narrative that explains treatment thresholds (hand removal for stems under 2 inches vs cut-and-dab for larger stems; knotweed to be treated by stem injection) and confirmation that plantings will meet the commission’s on-center spacing targets (25 feet for herbaceous, 10 feet for shrubs, 10 feet for trees as referenced in the discussion). Monique agreed to supply the narrative and plan revisions by next Friday.
Commissioners also discussed acceptable erosion-control alternatives (e.g., Flexxterra spray) and the use and specification of phenomarkers to identify mowing boundaries. Staff suggested proceeding to acquire materials and begin planting this fall under a revised enforcement order with the commission retaining authority to require supplemental plantings if coverage targets are not achieved.
