The Town of Concord Personnel Board voted to approve a rewritten pay philosophy (PPP 10.2) and to adopt three new or adjusted position descriptions after a discussion about classification and exemption status.
Board members took up PPP 10.2 — a redraft that reorders emphasis toward retention before recruitment and adds language about fostering a culture of trust and mutual respect. Bill Marachek moved to approve the rewrite as presented and the motion carried on a roll-call vote; members instructed staff to correct the effective/posting date when Magnolia posts the policy.
The board also reviewed classification changes that came out of the town's recent classification and compensation study. Kimberly (human-resources staff) reported a factor analysis recommending that the program coordinator position be increased to pay grade 3 because of additional supervisory responsibility over volunteers and added duties in the job description. Board members discussed whether the role should be classified exempt or nonexempt under the Fair Labor Standards Act criteria and agreed the program coordinator is nonexempt under the town’s plan.
Erin, the town’s newly introduced assistant HR director, said two other roles (including a senior GIS analyst) had been posted/recruited with the correct exempt status but were initially recorded incorrectly; staff will update the paperwork so classification records match recruitment and job postings.
Caitlin moved to accept the three positions presented in the packet (the program analyst in public works, the senior GIS analyst, and the program coordinator); the motion was seconded and approved by the board.
Board members framed these approvals as finalizing groundwork from the broader class-and-compensation study: new or adjusted roles that require the board’s stamp before implementation. The board asked staff to ensure the posted dates and documentation are corrected and to provide a clean, single-page final version of the personnel-board charge and related documents when the items are posted.
The board’s actions were procedural and administrative; no changes to salaries beyond grade-placement recommendations were enacted at the meeting. The board adjourned after completing its agenda and member introductions.
