Concord task force to draft support for recreation commission’s park access design

The Town of Concord Waters Pond Task Force agreed to have its co-chairs prepare a letter of support for the Recreation Commission’s Community Preservation Committee (CPC) application to design water access and recreational features at Giroux (also referenced in meeting materials as “Jerome”) Park, with the expectation that the draft and the actual application be circulated to the task force for review and a future formal vote.

This is basically to come up with a design for the those additions and come up with cost estimates so that in the actual construction phase, we go to whatever funding is available,” he said during the meeting. Bohm told colleagues that previous CPC/CPA funding and town budget allocations already supported acquisition and Phase 1 development of the park (he said prior CPC investments totaled roughly $700,000), and that the current design request to CPC is about $90,000.

Task force members said they support the idea of improved public access to the pond but flagged uncertainties. Some members urged caution about endorsing specific hardware (docks or long piers) before the dam-removal work group’s bathymetric analysis is final. David Owen, speaking as a scout-group representative, said troop use depends on the ability to launch multiple canoes from a truck-and-trailer setup and asked that the eventual design account for trailer access if Commonwealth Avenue access changes. Others warned against “pre-deciding” outcomes before technical studies are complete.

A path forward: Rather than vote on a final endorsement at the meeting, the group asked the co-chairs to draft a short letter affirming the task force’s view that there should be water access from Giroux Park and circulate that draft together with the Recreation Commission’s application materials ahead of the CPC deadline. Several members suggested the letter explicitly limit itself to supporting the principle of access and to clarifying that details remain subject to design, permitting and the task force’s technical recommendations.

Next steps: The Recreation Commission’s application materials will be distributed to task force members; the co-chairs will prepare a draft letter of support for review at a subsequent meeting. The group noted that, if the CPC funds the design, construction would still depend on later funding cycles (Bohm said monies would likely be available only the year after funding is approved) and that any physical work on the park would likely not appear on site until 2027–28 if the project is funded and permitted.
