The advisory board used the meeting to organize subcommittee work and public outreach ahead of a DCAM-led public hearing on the MCI Concord project.
Members discussed a proposed public questionnaire and flyer and urged the questionnaire be available both on paper at the forum and online for Zoom participants. A board member suggested more multiple‑choice options for easier tabulation; Paul (DCAM) said DCAM will retain authorship of the questionnaire but would incorporate suggested multiple‑choice items.
The group debated public‑engagement hosts and optics. One member said she “really like[s] the optics of our public interaction sessions being hosted by the League of Women Voters” because it can feel more inviting; others supported rotating locations and leveraging community groups to expand reach. Board members noted the League’s “first Friday” event schedule could provide a ready forum and mentioned November 1 as a tentative opportunity.
On governance and subcommittees, Patrick (co‑chair) asked each subcommittee to align on who will lead and on a scope of work before the next full meeting. He described the assignment as working “between now and the next time we get together” so each subcommittee can present a lead and draft scope at the next advisory meeting.
The land use subcommittee reported a draft scope of work for hiring a zoning consultant; a member said the goal is to have a consultant on board within a month so the consultant can participate in visioning and early zoning discussions. Members discussed scheduling, noticing requirements and summary minutes for subcommittee meetings and whether meetings can be in‑person or by Zoom.
Other housekeeping: staff confirmed the forum will be recorded (cloud recording by DCAM and a local backup), a flyer and FAQ were prepared for the public session, and the Concord Housing Trust indicated it will provide a public statement of support for including the 12.8‑acre Junction Village parcel in the master plan and has reserved $50,000 should funds be needed.
Next steps: subcommittees will meet to appoint leads and finalize scopes; staff will publish meeting notices and circulate draft outreach materials ahead of the Thursday hearing and the planned November engagement.
