Concord commission issues negative RDA determination for 1266 Lowell Road

Robert Melvin of Stampski McNary represented the applicant for the request for determination of applicability at 1266 Lowell Road. He said the resource area on the lot is a bordering vegetated wetland in the rear; the applicant proposes to pull the existing one-story barn away from the 100-foot buffer by roughly 8–15 feet, reconstruct the barn reusing as many materials as possible, retain the existing slab/foundation as a slab-on-grade and install erosion controls around the footprint during any equipment access.
Commissioners asked clarifying questions about retaining the foundation and movement measurements. After questions were resolved the commission moved and voted to issue a negative determination #3 for 1266 Lowell Road (RDA file 2410), indicating the proposed work, as presented, did not require an Order of Conditions subject to further permit triggers identified in the determination.
