Owners to revise 3 Riverside plans; commission accepts continuance to Sept. 11

Dominic Kemet of Oxbow Associates presented the Notice of Intent for 3 Riverside Avenue (DEP file 1371676). He said the applicants propose to raise and rebuild a single-family house, increasing impervious surface on the lot from about 1,934 square feet to roughly 3,680 square feet — an increase of approximately 1,746 square feet in the riverfront area and 2,100 square feet within the 100-foot buffer zone. Kemet described mitigation measures including invasive-plant management along edges of the yard and forested portions of the property and native replanting in compensatory areas.
Commissioners asked about existing features within regulated zones (a stone fireplace and existing trees) and requested that the applicant indicate removal of the fireplace on revised plans and add a stockpiling/staging location note and a table detailing square-foot impacts and mitigation. Kemet said plan changes and a mitigation/impact chart would be submitted in time for the Sept. 11 hearing. The petitioner indicated they would continue to the Sept. 11 meeting to present revisions.
No public comments were offered at this hearing. The commission recorded the continuance and requested the revised plan include proposed replanting species and quantities, and the requested erosion-control details.
