The Town of Concord Finance Committee voted to send three budget‑request letters, amended to ask each budget unit for key performance indicators and to request five years of historical per‑pupil spending data from the schools and regional district. Chair called for approval after a discussion that centered on whether the committee should specify particular metrics or invite the budget units to propose the measures they consider most relevant.
Committee members said they wanted enough context to evaluate requests but not to steer departments to particular priorities. “We’re letting the schools and the units define how they measure success,” one member said, while school representative Carrie said the district is willing to provide “any data that you want,” but asked the committee to focus on what it needs to decide guideline policy.
The amended letters will go to the town administration, the regional school district and the Minute Man district. The committee clarified that the request is intended to inform follow‑up conversations: after units return requested data, the Finance Committee will invite representatives to follow‑up meetings to drill into items that warrant deeper review. Members also asked staff to include narrative descriptions of out‑year capital projects in the cover materials so residents see what remains in future years.
The motion to approve the letters as amended passed on a roll call; recorded votes showed unanimous approval. The Chair said staff would revise the letters and send them the next day, and invited the schools to attend a September meeting to discuss the data and respond to clarifying questions.
Next steps: staff will circulate the revised letters and the schools and other budget units will have the opportunity to furnish the requested performance indicators and five‑year per‑pupil spending history for the Finance Committee’s review.
