Staff told the board that West High’s original boilers were large, noisy and beginning to fail (one pump was recently lost) and that parts for the current controls are becoming unobtainable. The approved plan replaces two existing boilers with six energy-efficient boilers at a cost of $605,872 and replaces the existing energy management/control system with an IFS solution for $744,088. Staff said the chosen controls are designed so they can be moved to replacement rooftop units in the future, potentially reducing future replacement costs.
Board members questioned why the district used a cooperative purchasing arrangement rather than a formal bid; staff said the controls are technical and that the district seeks to standardize on two energy-management providers (Trane and IFS Reliable) and that the co-op prices are competitive and vetted.
The board approved the two expenditures by separate motions and voice votes. Staff will coordinate scheduling to avoid service interruptions during the work and will report back on installation timelines as the project progresses.
