Springfield school board approves elementary boundary changes after public opposition

The Springfield R-XII Board of Education on Oct. 22 approved several boundary adjustments affecting multiple elementary and middle schools, a package the district says will reduce overcrowding and increase eligibility for school bus transportation.

Parents and staff packed public comment to urge changes or protections for affected students. Joshua Reeves told the board he opposed moving his son Everett from Horace Mann to Jeffreys Elementary, saying the family was notified “less than two weeks ago” and that Everett “loves Horace Mann” and would be devastated if moved. Other parents asked the board to grandfather current K–4 students so children can finish their elementary careers at their present schools.

The board described the proposals as part of a longer planning process and emphasized transportation and capacity concerns. Board members and district staff said the new lines would make about 1,100 additional students eligible for busing and reduce typical walking distances from about 1.5 miles to about 1 mile. Director of transportation Keith Adams (cited by the superintendent) explained the change will add three buses to the system to accommodate routes.

After deliberation, the board voted as follows: approval of the agenda (motion moved by board member Mikoski, seconded by board member Thomas Tate) passed unanimously; consent agenda items 4.01–4.07 passed with six in favor and one abstention; the Mann–Jeffreys boundary adjustment (agenda item 5.01) passed unanimously; boundary adjustments among Sunshine, Twain and Holland (5.02) passed unanimously; the Westport K–8 to Pipkin Middle School adjustment (5.03) passed unanimously; and the board approved deploying an advisory committee to recommend adjustments to middle school and K–8 boundaries (5.04), also unanimously.

Board members acknowledged the emotional impact on families. Board member Provance said transfer assurances were discussed with administrators and that transfers would be considered subject to attendance and discipline criteria, and she said, “Doctor Lathan’s word is golden” in describing staff follow-through. Board member Mohammed Ghani and others said the changes are meant to be reversible if future enrollment projections differ.

The superintendent told the board staff will email impacted families with next steps and schedule site meetings. The board emphasized that transfers can be reviewed annually and that administrators will work with families on transition events and supports.

The boundary votes are part of an ongoing facilities and transportation strategy that the board said has been under study for several years; members described this round of changes as the minimum necessary to address immediate crowding concerns.

The board did not adopt a universal grandfathering policy on the record; several speakers asked for grandfathering for current students, and board members said transfer and attendance criteria will guide approvals.

The board adjourned at the end of the meeting; a combined meeting is scheduled for Nov. 19.
