District reports gaps persist; Brookview to receive targeted ANI goals

Caitlin said the district met an early-childhood readiness measure (CORE phonological awareness) with 85% of 4‑year‑olds showing at least one level of growth, but otherwise said the district is "not on track" to close racial and economic achievement gaps. She cited increased participation on ACT testing alongside a slight ACT score decline and reported the district’s four‑year graduation rate at 92% versus a 96% goal.
Caitlin explained recent legislation moved the traditional "read well by third grade" measure into the literacy plan under the Read Act and said CACR will instead include a goal about preparing students to be "lifelong learners" next year; measurement details for that legislative change are still evolving.
Brookview school: staff said Brookview has been identified as racially identifiable under MDE rules; Jacqueline described proposed Brookview targets the board will be asked to adopt at the next meeting, including an academic FastBridge target (85% of students on/above grade level to reach the 60th percentile on a spring FastBridge assessment), 100% of Brookview teachers receiving culturally responsive PD during staff meetings, and new interdistrict integration activities using Storyarc.
Teacher diversity and equity: staff acknowledged statewide challenges in recruiting and retaining teachers of color and said the district will focus on developing cultural competency and grow‑your‑own educator strategies while aligning ANI and CACR budgets and Indian education funds with measurable inputs and outcomes.
Funding and consequences: when asked whether not meeting goals affects funding, staff said there are no immediate funding penalties and districts will continue to receive ANI funds, but that better goal design and improved reporting are required.
Next steps: staff will return to the board to ask approval of the ANI amendment for Brookview at the next meeting and will continue to align budgets and measurement strategies with the revised goals.
