Council approves committee appointments, CivicRec software, Veterans Advisory Committee and middle-school field MOU

At its Oct. 7 meeting the Barrington Town Council approved a collection of governance, administrative and intergovernmental items.
Appointments: The council unanimously appointed student representatives Emily Halloran (DEI Committee) and Ellie Donato (Parks & Rec) and appointed Anna Bierbaum Pouts to the Resilient and Energy Committee. Councilors praised the expansion of student representation.
CivicRec software: Parks staff urged purchasing field and reservation management software to replace manual paper processes and speed operations; the council approved the CivicRec package (purchase price recorded as $10,088) with funding from the field maintenance fund.
Veterans Advisory Committee: The council adopted a resolution establishing a Town of Barrington Veterans Advisory Committee, amended to set seven voting members, three alternates and require at least five voting members to be veterans or veteran-adjacent. The resolution passed unanimously.
Barrington Middle School (BMS) field MOU: Councilors reviewed edits to a drafted MOU with the school committee that affected priority times, weekend language and the town charter’s mechanism for credits against the school appropriation for maintenance. After discussion the council rejected two school edits that changed agreed timing and direction and approved the MOU as the council had discussed at the Oct. 7 meeting; the motion passed 5–0. The solicitor explained the town charter amendment (2014) controls how credits and maintenance obligations are handled, and the town will coordinate with school counsel as needed.
All actions on these governance items passed with unanimous support at the meeting.
