Board closes three school sites to new open-enrollment applicants citing capacity

The Anoka‑Hennepin School Board voted unanimously to close three school sites to new non‑resident open‑enrollment applications: Dayton Elementary School, Blaine High School and Champlin Park High School. The resolution was presented by Joel Verduin, chief technology and information officer, who explained that open-enrollment applications affect school capacity, staffing and program placement and that the district must balance incoming requests with statutory constraints.
Verduin said the district had roughly 1,500 students open‑enrolled into Anoka‑Hennepin and about 3,000 resident students open‑enrolled out, a 2:1 relationship he has observed over several years. He told the board the closures would block new out‑of‑district applications for those sites but noted statutory exceptions — for example sibling protections and available slots in the Northwest Suburban Integration School District for Blaine High School.
By roll call the board approved the resolution 6-0. Verduin said existing open‑enrolled students will continue to matriculate through their resident cohorts and that staff will follow policy 509 and provide data to the board as requested.
