Dell Rapids council passes three ordinances, approves street pay request, awards patio bid and several routine items

The Dell Rapids City Council took a set of routine legislative and administrative actions at its meeting, adopting three ordinances on second reading, approving contractor payments and awards, and authorizing a water-feasibility study with DGR Engineering.
Ordinances adopted: - Ordinance 9-33: second reading and approval to extend the Golden West franchise agreement for 10 years; motion and roll-call approval recorded by the finance officer. - Ordinance 9-34: rezones Tract 7 from R-1 (single-family) to B-2 to allow a proposed personal storage facility; planning commission had approved conditional use subject to floodproofing and grading requirements; adopted on second reading. - Ordinance 9-35: rezones Block 47 (corner of Eighth Street and Dakota Avenue) from R-1 to R-2 (multifamily); council adopted on second reading.
Other formal actions approved by the council: - Pay Request #11 (DNG Concrete) for the Third Street project in the amount of $416,144.18 covering utility installation, excavation, base material preparation, curb & gutter, sidewalks and concrete paving; DGR Engineering representative Lance Mayer briefed the council on current work and televising issues. - Bid award: Norby's Patio project awarded to Kosan Construction for $47,900; the project exceeds the $30,000 budget and staff noted the fund balance can absorb the appropriation. - Personnel: Kenzie Appland approved as a bartender for the Riverside Event Center at $20 per hour; wages will be covered by event charges. Britney Nelson, event center director, presented the hire. - Budget: Supplemental appropriations for Planning & Zoning (other expenditures increased from $800 to $3,300) and a newly created Economic Development department (increase to $5,000) were approved.
Motions were moved and seconded for each item and carried by recorded voice or roll-call votes. The council also approved Task Order 7 with DGR Engineering for a water-supply and treatment feasibility study (see separate article).
