Town Administrator Ed Mello provided an administrative briefing outlining municipal staffing levels, an organizational chart and a schedule of department-head presentations. Mello said the packet includes the staffing summary and that two positions are currently unfilled; he proposed tours of town facilities that would accommodate daytime hours where needed.
Council solicitor Peter Ruggiero addressed legal obligations under the Open Meetings Act, the Access to Public Records Act (APRA) and the state ethics laws. Ruggiero advised that municipal email and texts used for government business may be subject to disclosure under APRA and emphasized the importance of using town accounts. "When you start to intermingle everything with your own personal accounts, it gets problematic," he warned, and encouraged attendance at an upcoming training session in January.
The council examined its rules and procedures, discussing ways to improve public communication after a recent charter-related vote and how to structure meetings for better civic participation. Members debated whether to adopt a fixed time limit for public comment (one councilor proposed three minutes) and whether to encourage or require written submissions ahead of appearances. Some members urged guidelines rather than hard limits, and the solicitor cautioned that limiting speakers during formal public hearings may raise legal issues.
Councilors agreed to solicit proposed rule changes and have a volunteer review and present updates at a future meeting. The session concluded with scheduling confirmations for a December joint budget work session with the school committee and an ethics/Open Meetings training in late January.
