Council approves final completion and payment for 2024 slurry-seal project

City engineering staff reviewed the 2024 slurry-seal project and recommended approval of the certificate of substantial completion and final acceptance. Lance Mayer with DGR Engineering said the project went "pretty smooth," described a resolved punch-list item (contractor put slurry over valley gutters, returned to clean and sandblast them), and recommended approving final payment and closing the project.
Staff presented Pay Application No. 1 for Aztec Asphalt Surface Technologies in the amount of $65,082.50 as the only pay application for the project; Councilor Gary moved to approve payment, Councilor Wendy seconded, and the council approved the payment by voice vote.
The engineer’s statement of final completion and owner’s acceptance confirmed substantial compliance with contract provisions, inclusion of signed lien waivers and noted the project warranty is for one year; the council approved final completion acceptance.
Why it matters: approving final completion and payment closes the project contractually, triggers the warranty period and releases retained funds to the contractor.
