Dell Rapids council accepts Third Street substantial completion, approves final construction payments

DGR Engineering’s Lance Mayer told the council that all punch-list items on the Third Street certificate had been completed and recommended that the city sign the certificate of substantial completion. “All the items on this list have been completed, correctly,” Mayer said, summarizing the firm’s review and urging acceptance.
On related City Hall work, Architecture, Inc. recommended release of a final payment of $3,000 to Empire Construction; staff said the building has entered the one-year warranty period and will be re-inspected with the contractor and architect before warranty work period ends. The council also approved final pay request No. 16 for $5,873.60, described by staff as primarily remaining retainage.
Staff described change order No. 4 for the Third Street project as a reconciliation of all change orders against the original contract price to establish the final contract amount. The presentation listed an original project estimate of approximately $5,989,000 and a reported final contract figure of about $5,849,000, a net reduction the presenter attributed largely to less bedrock removal than anticipated. Council members asked clarifying questions about punch-list items and warranties; DGR confirmed a one-year active warranty review followed by a two-year warranty period.
Motions to approve the certificate of substantial completion, the engineer’s statement of final completion, change order No. 4, and the listed pay requests were made and carried by voice votes.
