Somerset approves contract with Black Hills Council to begin comprehensive plan update

The Somerset City Commission voted to approve a performance agreement with the Black Hills Council of Local Governments to begin work on an update of the city’s comprehensive plan, which is due in 2026.
Staff told the commission the Black Hills Council contract includes work elements and an associated grant opportunity that would reduce the city's net cost. Jennifer Sipsma met with staff to discuss the contract and grant potential, according to the staff presentation. Staff estimated work would begin in January or February 2025 and expected the process to take about a year, including public hearings and Planning & Zoning participation.
A motion to authorize the mayor to sign the performance contract and to begin the comprehensive‑plan process was made, seconded and approved by the commission. One commissioner commented, “I’m all about grants, so we’re gonna get that done,” reflecting interest in offsetting the city’s cost through available grant funds.
Next steps: staff will execute the agreement with the Black Hills Council, schedule public engagement and work with Planning & Zoning on the update timeline.
