On utilities, staff presented a first reading of an ordinance to amend city water rates after South Lake and Rural Water increased the bulk water rate charged to the city. The proposed city adjustment is $1.10 per 1,000 gallons; staff noted the provider offered to phase that increase over two years and that a small additional change is anticipated for 2026. The first reading was conducted and the second reading scheduled for Jan. 6, with publication and an effective date noted in the ordinance timeline.
The commission also reviewed an audit engagement letter from ELL CPAs and advisors for the annual financial audit for the year ending Dec. 31, 2024, with anticipated fees of approximately $17,000; a motion and second to approve the engagement were recorded.
