Canton commission approves rezone, hires public-works director and greenlights sewer payment and easements

Canton — At its regular meeting, the Canton City Commission approved several motions affecting land use, personnel and infrastructure.
Rezone ordinance: The commission approved a second reading of an ordinance to rezone Parcel 200.9700.0027 for Subsurface Inc.; staff said the first reading occurred Nov. 18. If published Dec. 12 as scheduled, the ordinance will take effect Jan. 1.
Personnel: The commission approved hiring Dennis Ballinger as director of city works (grade 15, step 2, job code 303967). Commissioners also directed staff to advertise internally for the now-vacant maintenance foreman position with a 10-day deadline.
Beavercreek project and pay application: The commission reviewed pay application No. 9 from GSA for the Beavercreek trunk sewer project in the amount of $501,395.15 and discussed remaining retainage (about 10%) and outstanding site punch-list work. Commissioners approved payment pending verification that enough funds and bonds remain to cover retainage and any pending items.
Contracts and easements: The commission approved a geotechnical services agreement with Certified Testing Services, Inc., not to exceed $5,700, for work on Northwest Street that will provide access to the New Justice Center. The body also approved a temporary construction easement from Todd and Vanessa Baldwin to allow contractor access for a West Road culvert replacement, and a related perpetual roadway easement to permit riprap and a culvert on Baldwin property; both easements were recorded as contingent on city engineering/city approval as noted in the motion.
Finance and other actions: The commission authorized write-offs of two water and sewer accounts for audit purposes after those accounts entered bankruptcy or write-off status. At the close of business the commission called for an executive session, citing "South Dakota code 51252," and the roll-call vote to enter executive session passed.
Public-safety note: Mayor Mary Lundstrom said Canton—aces falling volunteer-fire-department rosters and urged residents to consider volunteering, noting that the state could withdraw support if minimum levels are not maintained.
Several items were approved by motion and roll-call during the meeting; staff were asked to follow up on contingencies (verification of funds for the Beavercreek pay application, engineering approval for easements) and to publish ordinance and fee schedule actions as required.
