Canton adopts 2025 fee schedule after debate over nanny passes and picnic-table rules

Canton — The Canton City Commission voted to adopt the city'025 fee schedule, to take effect Jan. 1, 2025, rescinding prior rates and incorporating changes submitted by department heads. The commission approved the schedule following discussion of several specific items and operational details.
Commissioners spent much of the discussion focused on leisure and recreation fees. A proposal to add a nanny or babysitter pass was raised by a commissioner who noted neighboring towns charge an extra fee for that service; staff reported the towns they surveyed did not include a dedicated nanny pass. Commissioners discussed several options including a low-cost add-on (staff noted $30 as an example) or a higher-priced family pass that would include a caregiver. The commission agreed to "look into that" and to revisit language and pricing as needed.
The commission also reviewed picnic-table rental policies after staff and commissioners raised liability concerns when tables are delivered and later returned missing or damaged. Commissioners discussed a two-tier approach: a lower fee if customers pick up and return tables themselves and a higher fee if the city delivers and retrieves tables. Commissioners and staff noted the typical cost to replace a heavy-duty picnic table is roughly $600 and suggested refundable deposits or damage fees for rentals to cover losses.
Other changes and clarifications discussed included: retaining a $200 impound fee to cover costs for animal impounds; updating department special event fees; keeping the family pass rate structure under review; sidewalk permit rationale and ADA compliance requirements for new sidewalk construction; and utility late fees where the city adds $50 after a specified date and follows with door-hanger notices before shutoff. Staff said shutoffs normally occur about 10 days after the late-fee notice period.
After questions and minor amendments from commissioners, a motion to adopt the 2025 fee schedule was seconded and approved by roll call.
The commission instructed staff to prepare final wording and to publish the adopted schedule and any specific fee clarifications. Commissioners emphasized the schedule can be amended during the year if needed.
