Canton commission approves change orders, licenses, contracts and pay applications; orders loader rental

The Canton City Commission approved a series of routine and project actions: withheld $54,000 on a change order pending contractor resolution, approved DANR hearing resolutions, renewed liquor licenses and operating agreements, authorized a street closure for Dec. 6, approved KLJ and Beavercreek pay requests, designated a DANR signatory, accepted recreation board changes, and approved a loader rental contract.
At its regularly scheduled meeting the Canton City Commission approved a slate of administrative and project actions, with roll-call votes recorded for each item.
Change order and withholding: The commission approved Change Order Number 4 for a previously tabled project and, as part of the motion, directed that $54,000 be withheld from Burbank’s contractor payments until the contractor resolves an outstanding issue with the commission. The motion was moved and seconded and carried on roll call.
Licenses and agreements: The commission approved 12 liquor and wine license renewals for 2025 and renewed the annual liquor/wine operating agreements the city requires before forwarding applications to the state. Staff emphasized that property and sales taxes must be current for state processing.
Street closure and community event: The Kent Chamber’s request to close Fifth Street from Milwaukee to Main on Dec. 6 for a Winter Wonderland parade, including five coned parking spots for carriage rides, was approved; South Dakota DOT had signed off on the closure.
Airport and construction payments: KLJ’s change order and pay request #4 for the airport hangar taxi lane extension (pay request $10,937.84) and KLJ’s final review/acceptance were approved. GSA’s Beavercreek trunk sewer pay application #8 for $793,191.60 was approved after staff confirmed underground work is complete and paving/curb work is finishing.
DANR signatory and board changes: The commission designated Bill Winter as the DANR signatory for discharge monitoring reports. The commission accepted recreation board resignations from Nate Plinschmidt and Dave Dixon and appointed Jen Deibert and Jamie Larson to three-year terms.
Equipment rental: The commission authorized a loader rental contract with Titan Rentals at $4,800/month (an $800 increase from last year) plus a loss damage waiver ($720) and environmental chain charge ($96) for a total monthly cost of $5,616; the contract allows up to 176 hours per month with overage charges and staff can delay delivery based on weather.
Outcome: All motions noted above were seconded and approved by roll call; staff will proceed with implementation steps and report back where follow-up is required.
