The Dell Rapids City Council on a voice vote accepted the engineer's certificate of substantial completion for the Third Street Improvement Project and approved final contract reconciliation and payments.
DGR Engineering's Lance Mayer told the council that the certificate marks the point the roadway can be used as intended; several punch-list items remain and the firm will perform a walk-through during the contract's warranty period. City staff presented change order No. 4, which reconciles change orders against the original contract price. Staff reported the original contract was about $5,989,000 and the final contract price came in at $5,849,000, a roughly $250,000 reduction staff attributed primarily to encountering less bedrock than expected.
On the recommendation of staff and the city engineer, council approved change order No. 4 and signed the certificate of substantial completion. Council also approved final pay request No. 16 for $5,873.60, described in the packet as primarily retainage. Mayer said the project met specifications and noted a two-year warranty with a focused one-year review to catch settlement or longevity issues.
The council recorded motions and voice votes to approve the certificate, change order and pay request. The engineer's statement of final completion included 11 subcontractor lien waivers as part of the contractor indemnity package.
