The Canton City Commission voted to table Change Order No. 4, which covers change-order items 5 through 9 on a building project, after commissioners raised questions about whether required storm-shelter doors and other items were included in the original specifications.
Commissioner Paul said he did not understand why the engineer missed several items, singling out item 7 and asking whether the engineer "picked all those up." Staff and other commissioners discussed whether the original bid specs — prepared during the COVID period — missed post-2021 code changes. Staff said a FEMA reviewer had looked at the project and "didn't catch the roller doors either because they have hurricane rated windows, but that's not what FEMA needs for our storm shelter." The commission agreed to table the change order until the city’s usual engineer (Dwayne) can review the items.
In debate, staff said they expect some compensation if the issue relates to a heater that was not being used; one staffer said, "we will be made whole on 1 way or another." Commissioners pressed staff to verify whether FEMA rules changed since 2021 and whether the roller doors and rated components should have been included originally. The motion to table was seconded and carried by roll call.
The item will return for consideration after staff and the engineer provide additional documentation and recommendations.
