Board approves three‑year Samsara telematics contract for county fleet, 4‑1

The Shasta County Board of Supervisors approved a three‑year, approximately $381,500 contract with Samsara, Inc. on April 8 to provide telematics and GPS services for the county vehicle fleet.
Troy Bartolomei, Director of Public Works, told the board the system would provide continuous vehicle location, record mileage and capture crash-sensor data; he said a camera package and storage were cost‑prohibitive countywide. Bartolomei listed estimated costs: a startup/installation figure near $54,000 and annual recurring costs of roughly $109,000 (about $15 per vehicle per month under current fleet counts).
Supervisors questioned whether the system would create liabilities as well as protections and whether premium discounts or lower litigation costs would offset purchase and operating expenses; CEO Dave Rickert said the county has paid approximately $3.8 million in claims over the last seven years and that better telematics evidence could reduce future payouts and attorney time.
Supervisor Kelsinger moved to approve the contract; the motion passed on a roll-call vote with Supervisors Plummer, Harmon, Krey and Kjellstrom voting yes and Supervisor Long voting no (4-1). Public Works will proceed with contracting and implementation under limits discussed in the meeting record.
