Council approves licenses and permits including Tilted Barn special‑event liquor license, secondhand dealer and kennel permit

Outdoor entertainment and fundraising: The council opened a public hearing for an outdoor entertainment application by Friends of Exeter Animals to hold a classic car show and associated vendors at the Exeter Animal Shelter on Sept. 14–15; presenters described fundraising benefits and the application was approved (the council also moved to waive the application fee in discussion).
One‑day liquor license: The council opened and closed a hearing for a class F1 one‑day liquor license for an annual Tilted Barn/Brewery event; Stacy Costello described the event, which involves outside vendors and donations to local causes, and the council approved the special‑event liquor license "with the understanding that's subject to fees being paid." Secondhand dealer license: James J. Turner, owner of EW Gardner Golf Carts LLC, explained the new DMV requirement that dealers obtain a dealer number following a law effective July 1. Council questioned road usage and speed limitations for low‑speed vehicles; the council moved to approve his secondhand dealer's license.
Kennel license: Kimberly White described a home‑based overnight boarding operation (average six dogs, overnight stays, inoculation and rabies requirements, fenced outdoor runs and double gates). Neighbors who inspected the site spoke favorably about the layout and care. The council approved the Class 2 kennel license and recorded the approval by voice vote.
