Clerk Stephanie Blankenship described operational changes and warned that an earlier start would require staff to adjust preparation practices. Supervisors balanced competing priorities: some said an earlier start would help complete consent calendars and allow department staff to leave earlier, while others flagged difficulties for staff who must arrive earlier. The Board settled on an implementation plan: staff will test an 8:30 a.m. target and return with a formal resolution to amend admin policy; the Board set July 1 as the effective date for the new start time.
The Board also confirmed a practice of taking an early “open time” public comment period at the front of the agenda while preserving item-specific comment later in the meeting. The Clerk will continue to accept speaker request cards in the foyer until a closing time shortly before comment begins so the public has time to sign up. Supervisors asked staff to keep the public‑comment process accessible—several residents urged keeping ample opportunities to speak and recommended occasional evening meetings.
The change requires an update to Administrative Policy 1‑101 and staff will return with draft resolution language and a plan to monitor operational impacts during the early months.
