Parks staff (Speaker 1) outlined proposed restrictions and suggested minimum distances around certain facilities — for example, a 200-yard radius near Cadwell Park Stadium and the aquatic center during events when the city runs concessions. Staff said the intent is not to encroach on established concession agreements or city-run operations.
Local vendor and business-owner Speaker 9 urged a modest fee structure that would not deter small operators, saying a $25 daily fee or a $60 seasonal permit would be reasonable. “For $60 … I don’t have a problem with that at all,” Speaker 9 said, adding that a modest fee can help ensure vendor legitimacy and offset trash collection costs.
Board members weighed event‑only restrictions versus allowing vendors at any time, noting limited year‑round opportunities in the parks and the importance of protecting revenue sources tied to existing concession contracts. Speaker 1 recommended staff and a small group of board members meet with vendors and bring a firm recommendation to the board by February or March; the board agreed not to adopt policy at this meeting.
The board did not vote on an ordinance or adopt the draft; staff will return with a refined proposal after vendor consultations.
