Committee clarifies background-check disclosures tied to DCF reversals
Summary
A proposed revision to the district's employment and student-teacher checks policy would prevent prior employers from being required to disclose a substantiated DCF finding if that substantiation was reversed on appeal to the Department of Children and Families; the change also clarifies Fair Credit Reporting Act responsibilities.

Speaker 2 explained revisions to the personnel policy governing employment and student-teacher checks (policy 4.1 / 1.2.53). The revision adds language specifying that a prior employer is not required to disclose information about a substantiated allegation of abuse, neglect or misconduct if the substantiation was reversed as a result of an appeal to the Department of Children and Families. Speaker 2 said this change is aligned to Public Act 2441 and that Shipman Goodwin recommended the edits.
Speaker 2 also noted clarified language regarding Board of Education responsibilities under the Fair Credit Reporting Act and an updated legal reference. Committee members did not press further questions and the policy will be carried forward to the next formal reading.
