Commission rejects library ramp bids and authorizes small change order for Public Works restoration

The Madison City Commission voted to reject both bids received for the city library ramp reconstruction and directed staff to redesign the project for a simpler scope and rebid. Jamieson reported the low bid for the library ramp work was $335,000, which staff called "well beyond what we had expected," and recommended rejecting the bids and simplifying the design to lower costs. Commissioners discussed options including retaining one ramp, preserving historic appearance and adding heated concrete for maintenance; a motion to reject and redesign passed by unanimous voice vote.

Jamieson told the commission the ramps remain usable and safe for the short term, but continued snow and ice maintenance increases wear. He noted the bids came from a small pool of contractors and that staff will seek a simpler scope to rebid later in the year.

On a separate construction item the commission authorized the mayor to sign Change Order #4 for the Public Works building restoration. Jamieson said earlier designs omitted replacements for a 3-phase electrical service used for items such as welders, and the change order increases the project cost by $7,860 to correct that omission. The motion to authorize the mayor to sign the change order was made, seconded and approved by voice vote.

Both actions came after staff presentations and discussion; the commission did not provide additional funding at the meeting for the library project but directed staff to return with redesigned bid documents.
