The Madison City Commission approved a Canfield Business Interiors proposal to furnish the new City Administration Building and heard a finance update that prompted discussion about financing the remainder of the project.
Jamieson told the commission the furnishing bid came in well below a common 12% planning allowance, at just under $604,000 to furnish the full 22,300-square-foot administration building. The commission voted to approve the contract and discussed surplus and sale of existing furniture in the current building.
Finance staff presented August budget and reserve updates through July, reporting general cash, investments and restricted cash figures, and noting the city has transferred $10 million out of investments since May in support of projects. Finance said sales tax receipts for July were down 15.91% from the prior July but that year-to-date receipts remain about 10% higher. Staff reported $6.3 million spent on the new City Admin Building to date and recommended the commission consider a loan to continue the project rather than further draining investment reserves.
Commissioners asked staff to research loan options and interest rates and requested a formal reserve policy be drafted. Staff said they will return with financing options and additional detail on available loan packages and timing.
