Madison endorses Dakota Mainstem regional water effort and approves membership dues

The Madison City Commission voted to adopt a resolution expressing support for the Dakota Mainstem Regional Water System and to approve membership dues for 2024 and 2025. Jamieson described the project as "a newly conceived regional water system" and said the resolution is nonbinding and does not commit the city to future agreements.
Staff explained 2024 dues are discounted to $1,578.36 because of an anticipated startup grant; estimated dues for 2025 are about $4,734. Jamieson recommended maintaining association with both Dakota Mainstem and the Lewis and Clark system while feasibility studies conclude so the city can assess long-term costs and benefits.
Commissioners asked clarifying questions about capacity and future fiscal effects. Several commissioners said they were wary of potential budget impacts from the state measure discussed as "IM28" (referred to in the transcript as I am 28) and preferred a cautious approach. A motion to approve the resolution and to authorize payment of the membership dues carried by voice vote.
Staff said feasibility studies are expected within the next couple of years; the commission did not enter into any binding procurement or construction commitments at the meeting.
