Madison commissioners voted on a series of procurement, construction and surplus actions during their regular meeting.
Transformers: Staff recommended awarding Bid #963 for furnished pad‑mount transformers to Resco as the low, responsive bidder. The combined low bids were well under the engineering estimate of roughly $600,000; the motion to award to Resco for $504,000 carried.
Armory roof: For Bid #964 (Armory roof), bids ranged from $191,555 to $246,365. Staff recommended awarding to Dawson Inc. for $191,555 after addressing minor bid irregularities and verifying the low bidder’s intent. The scope includes removing the existing roof, repairing parapet walls, plywood lining, insulation and an EPDM roof system. The motion to award carried; staff set a targeted completion date in January.
Surplus sale: The commission approved the sale of a 1983 Chevrolet C60 pumper truck to Mike Gerdes/Gerdes Fabricating Inc. (Black River Falls, Wis.) through Purple Wave for $3,100.
Change orders and construction: The commission approved multiple change orders including: North Union Ave water system improvements CO#1 (totaling small contract increases itemized at roughly $8,095.50 across work items), Park Creek Walls Improvements site 1 CO#1 ($84,630; federal/state/local cost share 85/10/15), site 3 CO#2 ($180,453), site 3 CO#3 ($3,441.61 for upsized storm sewer and related items), a decrease on multi‑community asphalt surface treatment (-$29,739.70), and Northwest Ninth Street/Union Ave reconstruction CO#11 ($33,670). Staff noted many of these costs are federally or state reimbursable.
City Hall RFP: With no proposals returned by the prior deadline, staff recommended removing the deadline and accepting rolling submissions for the City Hall redevelopment RFP; the commission approved extending the process. Staff also outlined a scheduled move to the new administration building (move days planned for Dec. 9–10; public services resume at the new building Dec. 11) and said construction completion is slated for Nov. 26.
